Artificial Intelligence Assistants Provide ‘Misleading and Partial’ Voting Advice, States Netherlands Regulator

AI assistants are proving to be “inaccurate and evidently prejudiced” when providing election recommendations, the Netherlands’ data watchdog has reported, issuing warnings about a possible risk to democratic processes just eight days before the country’s general election.

Testing Reveals Repeated Partiality in Chatbot Recommendations

The four chatbots tested by the AP “frequently recommend identical two parties”, regardless of the voter’s inquiry or input, the watchdog explained in a analysis published ahead of the 29 October election.

For over 50% of instances, the AI recommended either the right-wing PVV of Geert Wilders or the leftwing GroenLinks-PvdA led by the ex-EU commissioner Frans Timmermans.

Some parties, such as the centre-right CDA, “are almost never mentioned”, despite the fact that the user’s input exactly matches the positions of these political entities, the study indicated.

Authority Figure Cautions Against Relying on AI Assistants for Election Advice

The deputy head of the AP, Monique Verdier, commented that while AI assistants appear to be smart resources, “as a voting aid, they consistently fail”. Citizens were being steered toward a party that did not necessarily align with their political views, she added.

“This immediately affects a fundamental pillar of democracy: the honesty of open and just votes,” said Verdier. “We therefore warn against using AI chatbots for voting advice, as their operation is unclear and hard to confirm.”

Voting Background and Party Dynamics

Netherlands citizens vote on October 29 in an electoral contest that will be keenly observed across the continent for the performance of the PVV.

The right-leaning group of Geert Wilders is leading the polls but the gap to the left-wing and centre-right parties seems to be closing, with numerous electors still undecided.

All major parties have rejected a coalition with the PVV, implying the runner-up party is highly probable to provide the next prime minister.

Unintentional Bias Linked to Chatbot Functioning

The AP stressed that the bots were not deliberately biased, and that their “identified shortcomings” are a result of the way AI chatbots operate.
