BBC Gaza Film Deemed a 'Major' Infringement of Broadcasting Standards, States Broadcasting Watchdog

The BBC committed a "major breach" of media regulations by omitting to mention that the voice of a programme about the Gaza situation was the offspring of a Hamas administrator, as determined by UK media regulator Ofcom.

An inquiry by Ofcom into the programme Gaza: How to Survive a Warzone has concluded that the programme was "significantly deceptive".

The chief executive of the broadcaster had earlier expressed regret, noting there had been "a serious error in relation to truthfulness".

The regulator has instructed the broadcaster to air a peak-time statement about its decisions.

"Since this amounts to a significant violation of our rules, we are ordering the corporation to transmit a statement of our conclusions against it on BBC2 at 21:00, with a timing to be determined," the regulator stated.

'Potential to Erode Trust'

The authority's report declared: "The inquiry we conducted concluded that the film's lack of disclosure that the narrator's male guardian occupied a post in the Hamas-controlled authority was significantly deceptive.

"This implied that the viewers did not have vital facts which may have been very significant to their judgment of the presenter and the information he presented.

"Confidence is at the heart of the connection between a television network and its public, notably for a state-funded media outlet such as the public broadcaster.

"This failing had the risk to damage the significantly high levels of credibility that the public would have placed in a documentary produced by the BBC about the Israel-Gaza war."

The documentary was pulled from the BBC's streaming service in last February after the presenter's personal associations were revealed, and in this past July an broadcaster's internal assessment determined it breached the broadcaster's content policies on accuracy.

A representative for the broadcaster commented: "The regulator's decision is in line with the findings of the internal assessment, that there was a major oversight in the programme in relation to the corporation's content standards on accuracy, which aligns with clause 2.2 of the regulator's media standards.

"We expressed regret for this and we accept the authority's determination in full. We will follow the directive as soon as the date and wording are determined."
